Requires farmers to obtain a permit from the Commissioner of Agriculture before using noise-making devices to scare wildlife and protect agricultural crops, effective October 1, 2015.

Permits propane exploders, acetylene exploders, carbide exploders, and electronic noisemakers; prohibits firecrackers and similar explosives, with restrictions on properties under 5 acres or within 500 feet of non-applicant dwellings without written consent.

Establishes sound level limits of 80 dB peak during 10 p.m. to 7 a.m. and 100 dB peak during 7 a.m. to 10 p.m., measured from residential property lines; limits bird-scaring devices to one-half hour before sunrise to one-half hour after sunset.

Requires noise-making devices to bear weather-resistant identification tags with operator name, address, and phone number; mandates operation per manufacturer recommendations and permit conditions.

Establishes enforcement procedures: warning notices for first two violations within 12 months, permit revocation for at least one year on third violation, with appeal rights; fines of $100 for first offense and $300 for subsequent offenses operating without a permit.
