Amends Section 4-66aa of the general statutes effective July 1, 2015 to establish how funds in the community investment account are distributed quarterly among various state agencies and programs.

Allocates 25% of remaining funds to the Department of Agriculture, with specified annual amounts for agricultural programs including $500,000 for agricultural viability grants, $500,000 for farm transition programs, and $75,000 for the Connecticut farm link program.

Adds $25,000 annually from the Department of Agriculture's allocation to the Urban Oaks Organic Farm in New Britain.

Allows each agency receiving funds to use up to 10% of allocated amounts for program administration.
