Modifies State Comptroller's CORE-CT system reporting requirement from annual to biennial (not later than October 1, 2015, and every two years thereafter), with reports to include system status, costs, software requirements, upgrade dates, vendor cooperation, and related issues.

Transfers responsibility for state insurance coverage from the Comptroller to the State Insurance and Risk Management Board, allowing the board to negotiate commission or fee structures for agents and consulting firms.

Adds the Comptroller as a nonvoting, ex-officio member to the Connecticut State Employees Retirement Commission and clarifies the commission's organizational structure, trustee qualifications, and appointment procedures.

Reassigns fire and casualty insurance responsibility for the Connecticut Building at the Eastern States Exposition from the Comptroller to the State Insurance and Risk Management Board (effective July 1, 2015).

Updates the flexible spending account status report deadline from March 30, 2012, to April 30, 2016, with annual reports thereafter, and corrects a cross-reference in state interest payment requirements.
