Repeals and replaces Section 9-760 of the general statutes to establish a pilot program for public financing of municipal campaigns for chief executive officer, municipal clerk, and legislative body member candidates who agree to limit fundraising and expenditures.

Allows the State Elections Enforcement Commission to select not more than five municipalities to participate in the pilot program, subject to consent from the municipal legislative body or board of selectmen.

Requires each participating municipality to submit an implementation plan to the commission for approval before participating in the public financing program.

Directs the commission to assess each participating municipality's performance after each municipal election cycle, evaluating funding mechanisms, administrative effectiveness including enforcement and auditing, and other relevant factors.

Requires the commission to submit a report on its findings and recommendations, including any necessary legislation, to the joint standing committee on elections no later than March 1st following each municipal election cycle.
