• Establishes July 1, 2016, as the final date for accepting new foreclosure mediation request forms under Connecticut's foreclosure mediation program, with no new mediations accepted after that date.

• Requires all ongoing mediations to proceed to fair, final, and efficient resolution following the July 1, 2016, cutoff date.

• Modifies mediation procedures for foreclosures with return dates from July 1, 2008, through June 30, 2016, including residential properties and real property owned by religious organizations.

• Requires the Chief Court Administrator to submit summary reports to the General Assembly's banking committee by February 14, 2014, and February 14, 2015, detailing mediation program data including number of cases, sessions held, agreements reached, and demographic information.

• Takes effect October 1, 2015, and amends Connecticut General Statutes Section 49-31n.
