Establishes a task force to study economic development and state welfare, focusing on business growth, job retention, and financing availability.

Task force shall examine ways to help businesses unable to obtain financing due to banking system contraction and address financing gaps from financial institution mergers or liquidations.

Comprises 11 members: four appointed by legislative leaders (Speaker, President Pro Tempore, majority and minority leaders), Banking Commissioner or designee, and two appointed by Governor.

First meeting must be held within 60 days of effective date; task force shall submit findings and recommendations to the banking committee by January 1, 2016, and terminates upon report submission or January 1, 2016, whichever is later.
