Prohibits unauthorized disclosure of names and information of persons applying for or receiving Department of Housing assistance, with exceptions for specific authorized state agencies effective October 1, 2015.

Allows Housing Commissioner to disclose applicant information to Department of Mental Health and Addiction Services, Department of Administrative Services, Department of Emergency Services and Public Protection, and Department of Social Services for specific program administration and fraud investigation purposes.

Permits disclosure to Department of Children and Families when imminent danger to a child exists or for parent locator services, and to health insurance providers for IV-D support cases to enroll children in health plans.

Requires Housing Commissioner to disclose current addresses of applicants and benefit recipients to law enforcement officers upon request if the person is fleeing prosecution for felony or high misdemeanor charges, violating probation or parole, or has information relevant to law enforcement duties.

Mandates written notice to applicants and recipients that their address, telephone number, and other necessary information may be provided to the Department of Children and Families in certain circumstances.
