Requires all persons providing interpreting services to register annually with the Department of Rehabilitation Services starting October 1, 2015, and maintain current listings available on the department's website.

Establishes specific certification requirements for interpreters working in legal settings, including CLIP-R, SC:L, RID certification with 30 hours of legal training, or NAD level four or higher with legal training documentation.

Sets qualification standards for medical interpreters requiring RID certification or NAD level four or higher, each with minimum 30 hours of initial medical training and 10 hours of ongoing training within RID four-year cycles.

Establishes tiered educational interpreter requirements, with stricter standards effective July 1, 2017, including minimum 3.5 EIPA score for prekindergarten through grade twelve settings and level three or higher NAD certification.

Creates exemptions from registration for religious services, emergencies, supervised internships or mentorships, and out-of-state interpreters certified by RID or NAD who provide services for no more than 14 days per calendar year.
