Requires private occupational schools to obtain a certificate of authorization from the executive director before offering instruction in any trade, occupation, or related field, effective July 1, 2015.

Allows the executive director to accept institutional accreditation by United States Department of Education-recognized accrediting agencies to satisfy authorization requirements, except for initial authorizations.

Establishes application fees of $2,000 for private occupational schools and $200 per branch, plus $200 for hospital-based schools and $500 for barbering/hairdressing programs approved before July 1, 2013.

Requires evaluation teams to assess schools within 120 days of appointment and give schools 30 days to address any noncompliance findings before submitting authorization recommendations.

Changes the advance notice requirement for establishing additional classroom sites or branch schools from 30 days to 60 days, and adds rent or mortgage payment obligations to renewal authorization criteria.
