Redefines "private occupational school" to clarify it functions as a postsecondary career school, explicitly including hospital-based occupational schools, hairdressing schools, and barber schools.

Establishes definitions for "additional classroom site" (geographically close facility conducting educational activities) and "branch" (separate facility offering complete programs under the school's certificate of operation).

Requires hospitals offering postsecondary career instruction to obtain a certificate of authorization from the executive director of the Office of Higher Education, with a $200 application fee to the private occupational school student protection account.

Requires barbering and hairdressing programs, schools, or entities to obtain certificates of authorization, with a $500 application fee for programs approved before July 1, 2013; prohibits new barbering or hairdressing programs established after July 1, 2013, without prior authorization.

Effective date is July 1, 2015, for all amendments to sections 10a-22a and 10a-22b.
