Repeals and replaces Section 17b-280a to expand Medicaid coverage for over-the-counter medications, effective July 1, 2015, to include items determined by the Commissioner of Social Services to be appropriate based on clinical efficacy, safety, and cost effectiveness.

Maintains existing Medicaid coverage for insulin and insulin syringes, nutritional supplements for tube-fed individuals, and smoking cessation medications, plus over-the-counter medications required under federal regulations (42 CFR 440.347).

Changes terminology from "drugs" to "medications" throughout relevant statute sections for consistency and clarity.

Modifies notice requirements in Section 17b-10a for the Commissioner to publish notices of intent to adopt regulations on the department's website and the eRegulations System instead of the Connecticut Law Journal, with notice required within twenty days of implementation.

Repeals Section 17b-261t regarding Medicaid benefit cards, effective immediately upon passage.
