Requires automatic fire extinguishing systems to be installed on each floor of new one and two-family residential buildings for which a building permit is issued on or after January 1, 2017.

Building inspectors must include approved fire extinguishing systems in final building plans before issuing permits, and fire marshals must verify systems are installed and operational before allowing occupancy.

Exempts the new one and two-family residential requirement from civil penalties of up to $1,000 per day for violations, though other fire extinguishing system requirements remain subject to penalties.

Updates references throughout statute sections 29-315 and 10a-194i to reflect new requirements for residential buildings, effective October 1, 2015.

Maintains existing requirements for fire extinguishing systems in buildings with more than four stories, educational occupancies, hotels/motels with six or more guest rooms, elderly residential buildings, and nursing homes.
