• Labor Department must conduct a comprehensive study of Workforce Investment Board programs by October 1, 2015, in collaboration with boards throughout the state

• Study must examine board office locations, staffing levels, annual client numbers, employer participation by industry, and employment placement success rates

• Study must evaluate training program types and frequency, coordination between boards and the department, casework quality, and funding sources including state in-kind contributions

• Study must assess whether individuals can simultaneously participate in state-operated employment programs and Workforce Investment Board programs, and evaluate inter-regional coordination methods

• Labor Department must submit detailed findings report to the joint standing committee on labor by January 1, 2016, including recommendations on adequacy of departmental resource allocation to boards
