Expands the definition of "employer" under Connecticut's occupational safety and health law to include volunteer fire departments and volunteer ambulance companies, effective October 1, 2015.

Creates an exemption allowing volunteer fire departments and volunteer ambulance companies to be excluded from the state law if they are already regulated under the federal Occupational Safety and Health Act of 1970.

Modifies penalties for non-serious violations by requiring a written warning for the first violation and allowing civil penalties up to $1,000 for subsequent violations.

All provisions take effect October 1, 2015.
