Corrects grammatical errors throughout public health statutes by changing "emergency medical services" to "emergency medical service" and updating statutory cross-references and terminology.

Establishes 120-day review period for hospital purchase applications and 90-day review period (or 60 days for group practice transfers) for certificate of need applications, with extensions permitted for good cause.

Requires hospitals to promptly ask patients if they want their physician notified of admission and to notify the designated physician within 24 hours if requested.

Changes the statutory reference for safe haven infant surrender procedures from sections 17a-57 to 17a-61 to sections 17a-57 to 17a-60 and section 17a-61.
