Prohibits manufacture, sale, offer for sale, and distribution of children's products containing TDCPP, TDCP, TCEP, or TCPP flame retardants in Connecticut, effective October 1, 2016.

Defines "children's product" as items designed for use by children three years of age or younger, including clothing, toys, crib mattresses, strollers, and car seats.

Exempts products governed by federal motor vehicle standards (49 CFR Section 571.302) and individuals reselling children's products for personal or household purposes.

Assigns enforcement to the Commissioner of Consumer Protection, who may levy civil penalties of up to $1,000 per day for first violations and up to $2,500 per day for subsequent violations.

Penalties are deposited into the consumer protection enforcement account.
