Requires retailers to provide cash refunds for gift card balances of less than $10 upon customer request after a purchase.

Defines "gift card" to include records with microprocessor chips, magnetic stripes, electronic cards, and stored-value certificates that are prefunded and decremented with each use.

Excludes from the definition general-use prepaid cards, cards from loyalty/awards programs with no monetary exchange, paper-only gift certificates, and cards from retailers without physical locations in the state.

Establishes penalties of $100 for first offense, $200 for second offense, and $250 for each subsequent offense for violations.

Effective date: October 1, 2015.
