Repeals and replaces Section 20-112a to establish definitions and regulation of dental assistants, including noncredentialed dental assistants, credentialed dental assistants, and expanded function dental auxiliaries (EFDAs).

Expands procedures dental assistants may perform, including taking dental x-rays after passing the Dental Assisting National Board radiation health and safety examination, taking impressions for study models and orthodontic appliances, and coronal polishing if the assistant is an EFDA.

Establishes requirements for EFDAs to maintain current certification/licensure, display credentials at workplace, carry professional liability insurance of at least $500,000 per occurrence and $1.5 million aggregate, and practice only under direct or indirect supervision of a dentist.

Limits dentists to supervising no more than two EFDAs at one time during services (or four if practice is limited to orthodontics) and requires verification and documentation of EFDA credentials before hiring.

Authorizes EFDAs to practice in public health facilities and federally-designated dental health professional shortage areas; directs Commissioner of Public Health to adopt implementing regulations and State Dental Commission to publish and update a list of permissible procedures for each dental assistant category.
