Adds new provision authorizing law enforcement officers and traffic authorities to declare vehicles blocking travel lanes on limited access highways as emergency safety threats and direct wrecker operators to remove them immediately.

Provides liability protection for law enforcement officers, traffic authorities, and wrecker operators from property damage claims arising from emergency vehicle removal on limited access highways, provided reasonable care is taken.

Amends wrecker licensing and regulation requirements under Section 14-66, including equipment standards, uniform nonconsensual towing rates set by the commissioner, and registration procedures.

Defines "nonconsensual towing or transporting" as the towing of vehicles in accordance with Section 14-145 or by order of a law enforcement officer or traffic authority.

Establishes penalties for violations as infractions for first offense and Class D misdemeanors for second or subsequent offenses.
