Commissioner of Transportation shall develop a comprehensive program for establishing and implementing tolls within the state, including analysis of revenue, costs, implementation schedule, pricing alternatives, and impacts on traffic and highway users.

Commissioner must identify safeguards to ensure toll revenues are deposited in the Special Transportation Fund and used only for transportation purposes, and determine what state, interstate, and federal legislative actions are needed.

Commissioner shall report findings to the joint standing committee on transportation no later than January 1, 2016.

All revenues from the toll program shall be paid to the State Treasurer and credited to the Special Transportation Fund for transportation-related purposes only.
