Transfers jurisdiction over aeronautics in Connecticut from the Commissioner of Transportation to the Connecticut Airport Authority's executive director, except for property takings which remain with the Commissioner of Transportation.

Establishes that the Department of Economic and Community Development (not the Connecticut Airport Authority) shall issue eligibility certificates for manufacturing facilities in airport development zones, with final authority remaining with the department.

Adds western Massachusetts representatives to the Bradley Airport development zone advisory committee and allows the executive director to authorize emergency expenditures up to $500,000 without prior board approval for airport damage or operational disruptions.

Changes airport development zone administration procedures so the Commissioner of Economic and Community Development (not the Connecticut Airport Authority) may establish additional zones upon receiving proposals from interested municipalities.

Replaces numerous references to "Commissioner" and "Department of Transportation" with "executive director" and "Connecticut Airport Authority" throughout aeronautics statutes, and updates outdated regulatory language to procedures under section 1-121 instead of chapter 54.
