Removes the requirement that the Governor's budget include a summary of permanent full-time positions by fund, effective July 1, 2015.

Eliminates the provision requiring separate budget narratives for the legislative branch, Judicial Department, and Division of Public Defender Services.

Streamlines agency budget submissions to require monthly financial status reports only, removing the requirement for separate personnel status reports and nonappropriated moneys status reports.

Removes the requirement for the Secretary of the Office of Policy and Management to submit an annual summary of nonappropriated moneys held by budgeted agencies.

Consolidates budget documentation requirements by reorganizing sections 4-72, 4-73, 2-36b, and 4-77 of the general statutes to simplify the Governor's budget submission process.
