Establishes a remedial action and redevelopment municipal grant program administered by the Department of Economic and Community Development, with grants up to $4 million for brownfield remediation and assessment projects.

Allows the commissioner to award additional grants up to 50% of the original grant amount for cost overruns or enhanced remedial activities, with a combined maximum of $4 million per project.

Authorizes grants to municipalities and economic development agencies for developing comprehensive remediation and redevelopment plans for multiple brownfields consistent with state and local conservation plans.

Increases the targeted brownfield development loan limit from $2 million to $4 million per year for eligible borrowers with no direct liability for brownfield contamination.

Expands state-owned brownfield remediation program to include formerly state-owned brownfields, extends the priority list deadline to January 1, 2016, and allows remediation of one brownfield without a predetermined commercial purchaser identified.
