Changes the Department of Economic and Community Development's annual report submission deadline from February 1 to the first day of the fiscal year, and requires posting on the department's website within thirty days of submission.

Eliminates detailed reporting requirements on economic clusters, brownfield remediation, enterprise zones, biodiesel programs, the Connecticut Credit Consortium, and the permit ombudsman office, streamlining the annual report to focus on core economic development activities.

Consolidates the economic development strategic plan from a detailed multi-year document to a four-year plan (instead of five-year) submitted to legislative committees rather than the Governor for approval, and removes specific planning requirements for regional engagement and timeframe projections.

Adds new annual report sections requiring overviews of the department's activities in tourism, arts, historic preservation, and digital media/motion pictures, plus analysis of film production and entertainment industry tax credits.

Repeals the requirement for separate annual reporting on dry cleaning establishment remediation program in section 12-263m, incorporating it into the main departmental report instead.

All changes become effective October 1, 2015.
