Repeals the High Performance Work Organization Program training provision and eliminates requirement for tracking percentage of financial assistance provided to high performance work organizations in department portfolio analysis.

Removes section 32-450 to 32-457 (Threshold Project provisions) and related statutes (31-3v, 32-41j, 32-41k, 32-475 to 32-480) effective October 1, 2015.

Revises economic development grants program under section 32-7f by eliminating training for small and medium-sized businesses in high-performance work practices and renumbering remaining grant purposes.

Modifies section 32-458 to limit economic development financial assistance review authority to the Commissioner of Economic and Community Development and Connecticut Innovations board (removing broader "awarding authority" definition) when considering applicant litigation history and unpaid taxes.

Changes bond allocation procedures in sections 32-41o and 32-235 to remove references to repealed programs while maintaining funding for other economic development initiatives including naval submarine base infrastructure and small business assistance.
