Requires the executive director of the Office of Military Affairs to hold the rank of a field grade or senior officer within a branch of the armed forces, with preference given to those with Navy service or BRAC process experience.

Expands the executive director's duties to include serving as an advocate for service members and their families to other state agencies and initiating collaborative partnerships with local military commanders.

Changes the role from supporting a Defense and Homeland Security Industry Cluster and overseeing the Governor's Commission for Economic Diversification to consulting with the Department of Economic and Community Development on financial assistance agreements with defense and homeland security firms.

Maintains existing duties including coordinating efforts to prevent closure of Connecticut military facilities, maximizing state input in the federal BRAC process, and encouraging relocation of military missions to the state.

Requires an annual report to the Governor and relevant joint standing committees on activities, findings, and recommendations.
