Requires local and regional boards of education that assign school resource officers to schools to enter into a memorandum of understanding with local law enforcement or state police addressing the role and responsibilities of such officers, effective July 1, 2015.

Defines "school-based arrest" as the arrest of a student for conduct occurring on school property or at a school-sponsored event.

Requires the Department of Education to annually examine and disaggregate data on in-school suspensions, out-of-school suspensions, expulsions, and school-based arrests by school, race, ethnicity, gender, age, disability status, English language learner status, free or reduced lunch eligibility, and offense type.

Mandates that local and regional boards of education include school-based arrest data in their annual strategic school profile reports submitted to the Commissioner of Education.

Requires the state-wide public school information system to track and report disaggregated measures of school-based arrests as part of school and district performance data.
