Requires local and regional boards of education to enter into a memorandum of understanding with law enforcement agencies regarding school resource officers, including provisions for a graduated response model for student discipline (effective July 1, 2015).

Directs the Department of Education to annually examine and report to the State Board of Education on data relating to in-school suspensions, out-of-school suspensions, expulsions, and school-based arrests submitted by local and regional boards of education.

Amends section 10-220 of the general statutes to require strategic school profile reports to include data on in-school suspensions, out-of-school suspensions, expulsions, and school-based arrests as measures of school performance (effective July 1, 2015).

Defines key terms including "student," "school property," "school day," "school-sponsored event," and "school-based arrest" for purposes of the act.
