Establishes a residential solar investment program through the Connecticut Green Bank supporting deployment of up to 300 megawatts of new residential solar photovoltaic systems by December 31, 2022, with a cap of 100 megawatts of direct financial incentives approved between passage and April 1, 2016.

Authorizes the Connecticut Green Bank to offer performance-based incentives or expected performance-based buydowns for qualifying residential solar photovoltaic systems (less than 20 kilowatts) on one-to-four family homes.

Creates a "solar home renewable energy credit" program where electric distribution companies must purchase credits from the Connecticut Green Bank through 15-year master purchase agreements, with purchase obligations expiring December 31, 2022.

Requires municipalities to incorporate residential solar photovoltaic system permits into their building permit process by January 1, 2016, with decisions on permit applications due within 30 days of receipt.

Funds the program through up to one-third of annual surcharges collected under section 16-245n, all revenue from the solar home renewable energy credit program, and potential federal funding.
