Establishes a Long Island Sound Resource and Use Inventory and Blue Plan Advisory Committee consisting of 13 members representing state agencies, marine sciences, conservation, industry, municipalities, and other stakeholders to assist the Commissioner of Energy and Environmental Protection.

Requires the Commissioner to coordinate completion of a Long Island Sound Resource and Use Inventory containing information on natural resources, habitats, and uses including boating, fishing, aquaculture, shipping, and energy facilities.

Directs development of a Long Island Sound Blue Plan establishing state goals, siting priorities, and standards for stewardship that promotes science-based management, protects traditional uses, avoids use conflicts, and adapts to climate change and sea level rise.

Mandates at least three public hearings in different coastal regions before March 1, 2019 completion of draft inventory and plan, followed by 90-day public comment period and final adoption by the Commissioner.

Requires General Assembly approval of the final plan by majority vote in each chamber; upon approval, the plan becomes a factor in permit reviews, shall be incorporated into the state's coastal management program, and shall be reviewed and updated every five years.
