Reduces the high school education requirement for in-state tuition eligibility from four years to two years, effective July 1, 2015

Requires students without legal immigration status to file an affidavit stating they have filed or will file an application to legalize their immigration status

Specifies that nonimmigrant aliens (as defined in 8 USC 1101(a)(15)(A) through (S) and (V)) remain ineligible for in-state tuition classification

Maintains existing eligibility requirements: state residency, high school graduation from an in-state institution, and enrollment or registration as an entering student at a Connecticut public institution of higher education
