Allocates $150,000 for fiscal year 2016 and $300,000 for fiscal year 2017 from the Governor's Scholarship program to New Haven Promise for merit-based grants to undergraduate students at public institutions of higher education.

Reduces the private occupational school student protection account contribution rate from one-half of one percent to four-tenths of one percent of quarterly tuition received, effective July 1, 2015.

Eliminates the requirement that at least 36-38 percent of Governor's Scholarship appropriations be allocated to independent institutions of higher education, making scholarships available only to students at public institutions.

Removes references to "vocational schools" and substitutes "technical high schools" in specified statutes, and repeals obsolete higher education program statutes including sections 10a-19g, 10a-19h, 10a-19j, 10a-22q through 10a-22t, and 10a-166.

Updates the Office of Higher Education's administrative responsibilities and consolidation committee oversight to reflect program changes, effective July 1, 2015.
