Expands the definition of trafficking in persons to include compelling minors under 18 years old to engage in sexual conduct involving prostitution or sexual contact, in addition to existing provisions requiring force, fraud, or coercion for adults.

Authorizes the Department of Public Health to provide HIV counseling, testing, and referral services to victims of trafficking and related sexual offenses regardless of whether anyone is convicted.

Allows trafficking victims who are minors to have their criminal records erased if they were charged as a result of being trafficked, including victims of federal trafficking violations under 18 USC Chapter 77.

Expands the Council on Human Trafficking from 7 to 9 public members and adds representatives for victims of commercial child exploitation and child sex trafficking.

Permits wiretapping authorization for investigations of trafficking in persons violations and allows minors who are trafficking victims to waive time limitations on victim compensation applications.
