Establishes the "municipal reimbursement and revenue account" as a separate, nonlapsing account within the General Fund to hold moneys required by law to be deposited therein.

Allocates $2,174,000 from the account for the Nutmeg Network (replaces previous allocation of $1,087,000 per year for fiscal years 2014-2015).

Allocates $700,000 from the account for a tax incidence study (replaces previous allocation of $500,000 in FY 2014 and $200,000 in FY 2015).

Allocates $450,000 from the account for the universal chart of accounts, with authority to reimburse expenses incurred on or after July 1, 2013.

Takes effect July 1, 2015.
