Changes the Special Transportation Fund from discretionary ("may") to mandatory ("shall") deposit of all moneys required or permitted by law, and establishes it as a perpetual fund whose resources can only be used for transportation purposes including debt service on transportation obligations.

Prohibits any future legislation from authorizing Special Transportation Fund resources to be expended for non-transportation purposes.

Establishes a separate Transportation Grants and Restricted Accounts Fund to hold transportation moneys that are restricted and not available for general use, effective upon operational status of the CORE-CT fiscal services project.

Adds a new revenue source effective July 1, 2015: all moneys received from the use of highways, expressways, and ferries (except amounts necessary for direct payment of transportation debt service) shall be credited to the Special Transportation Fund.

Repeals Section 76 of Public Act 13-277 and updates statutory language to reference the "Commissioner or Department of Transportation" instead of outdated references.
