Amends the Subsidized Training and Employment program for eligible small businesses and manufacturers to exclude state and political subdivisions from eligibility, and prohibits grants for employees hired to replace current or terminated workers unless just cause is demonstrated.

Changes terminology from "new apprentice" to "preapprentice" and expands the definition to include persons not more than 18 years old employed under a written apprenticeship agreement for up to 2,000 hours or 24 months.

Modifies fund allocation limits from 4 percent to 1 percent for marketing and operations of the Subsidized Training and Employment program in any fiscal year, and allows up to 4 percent for retaining consultants or Workforce Investment Boards.

Amends the Unemployed Armed Forces Member Subsidized Training and Employment program to allow grants for transportation to and from the workplace if needed, and clarifies that businesses cannot receive multiple grants for the same employee across different programs.

Removes requirements for wage boards in establishing fair wage standards under section 31-58, and repeals section 31-63 of the general statutes; effective October 1, 2015, except wage and repeal provisions effective from passage.
