Adds graduate assistants at the University of Connecticut to the definition of "partnership plan" for health care benefits offered by the Comptroller, effective July 1, 2015.

Requires the University of Connecticut Board of Trustees to provide health care coverage for graduate assistants by enrolling them in a partnership plan as defined in section 3-123aaa.

Expands tuition waiver and fee waiver provisions for graduate assistants, granting remission or waiver of tuition and waiving all student fees for graduate assistants at the university.

Clarifies that assistantship payments to graduate assistants are not considered salaries and wages and shall be paid according to a university-prescribed schedule approved by the State Comptroller.
