Prohibits collective bargaining agreements at public institutions of higher education from preventing employees from filing civil or administrative discrimination or retaliation claims under state or federal law, effective October 1, 2015.

Prohibits collective bargaining agreements from limiting an employee's right to arbitrate a grievance if the employee has already commenced a civil or administrative proceeding concerning that grievance.

Allows employees to file complaints with the Labor Commissioner alleging violations of these provisions, with the commissioner authorized to hold hearings and award appropriate relief including rehiring, back wages, and reinstatement of benefits.

Provides the right to appeal the Labor Commissioner's decision to Superior Court in accordance with Connecticut's appellate procedures.
