Adds clerical staff at Connecticut correctional institutions to the definition of hazardous duty personnel, alongside existing guard and instructional staff designations.

Expands hazardous duty compensation eligibility to include clerical workers at Connecticut Correctional Institution Somers, Enfield-Medium, Carl Robinson, John R. Manson Youth Institution, Niantic, Cheshire, and community correctional centers.

Allows clerical staff designated as hazardous duty employees to receive presumptive workers' compensation for hypertension and heart disease conditions resulting in disability or death, consistent with other hazardous duty employees.

Grants clerical staff hazardous duty status for early retirement eligibility at age 47 with 20 years of service, with retirement benefits calculated at 50 percent of base salary for 20 years plus 2 percent for each additional year.

Effective date: October 1, 2015 for all amendments to sections 5-145a, 5-173, and 5-192f of the general statutes.
