Adds school superintendents to the list of eligible parties authorized to access birth records less than 100 years old, effective July 1, 2015.

Permits superintendents of schools (or their authorized agents) to access birth records only for children not yet eligible to enroll in kindergarten pursuant to section 10-15c.

Limits superintendent access to birth records of children whose mothers were residents of the school district at the time of birth.

Restricts superintendent use of birth records exclusively to providing kindergarten-readiness information and information about the school district's prekindergarten programs to parents.
