• Expands the Long-Term Care Ombudsman's authority to investigate complaints from recipients of home and community-based services, in addition to long-term care facility residents.

• Establishes the position of Assistant State Ombudsman to assist the State Ombudsman in carrying out ombudsman duties.

• Extends ombudsman program services to investigate complaints, protect rights, and represent interests of home and community-based care recipients who are 60 years of age or older.

• Requires regional ombudsmen and residents' advocates to provide services to home and community-based care recipients and ensures uniform data collection on complaints concerning these services.

• All provisions become effective July 1, 2015.
