Establishes the Connecticut Traumatic Brain Injury Advisory Board effective July 1, 2015, to address needs of persons with traumatic brain injuries through statewide planning and recommendations.

Board composition includes 27 members appointed by legislative leaders and the Governor, including TBI survivors, family members, medical professionals, educators, licensed rehabilitation specialists, and representatives from 11 state departments and agencies.

Board responsibilities include increasing TBI prevention and community education, improving provider capacity and service coordination, identifying service gaps, and establishing a comprehensive TBI tracking system to collect data on incidence, demographics, injury severity, and outcomes.

Department of Public Health shall provide administrative support including meeting space, record storage, and dedicated website space for the board.

Board must submit annual reports by June 30 to the Governor and relevant legislative committees detailing TBI incidence, demographics, public-private partnerships, service assessments, and identified program gaps.
