Requires anyone engaged in the business of building demolition to obtain a license from the Department of Administrative Services, with initial fees of $440 for Class B licenses and $940 for Class A licenses, renewable annually for $250 and $750 respectively.

Exempts from licensure requirements persons engaged in disassembly of historic buildings for historical purposes, demolition of farm buildings, renovation of single-family residences, disassembly of nonstructural building materials for reuse or recycling, and owners demolishing their own single-family residence or outbuilding under 30 feet with proper clearances.

Requires demolition permit applicants to provide the local building official with proof of liability insurance ($100,000 per person/$300,000 aggregate for bodily injury; $50,000/$100,000 for property damage), evidence of severed utility connections, a valid demolition license or exemption status, and a written declaration accepting liability for negligence.

Permits towns, cities, and boroughs to impose waiting periods of up to 180 days before issuing demolition permits, except for structures acquired by the Department of Transportation for transportation projects.

Grants the Department of Administrative Services authority to refuse, revoke, or refuse renewal of demolition licenses for cause, including failure to comply with regulations or violations of environmental law, with opportunity for hearing before suspension or revocation.
