Repeals and replaces subsection (f) of section 32-41ll to change the Regenerative Medicine Research Advisory Committee to the Regenerative Medicine Research Peer Review Committee in the grant administration process.

Requires Connecticut Innovations, Incorporated to develop application procedures, review grants-in-aid applications, and collect performance data including employment statistics, patents, publications, and commercialization efforts from grant recipients.

Amends section 32-70 regarding enterprise zone designations to define "plant" as a manufacturing business or economic base business as defined in section 32-222, removing the previous cross-reference to subsection (l).

Authorizes the Commissioner of Economic and Community Development to designate two additional enterprise zones on or after July 1, 2014: one in a municipality with a population of not more than 50,000 that housed a USPS processing center, and one in a municipality with a population between 7,800 and 7,900.

Specifies that new enterprise zones need not meet standard eligibility criteria and each zone shall consist of two contiguous census tracts or portions thereof, with at least a portion zoned to allow commercial or industrial activity.
