Defines "complex or chronic medical condition" as a diagnosed condition with no known cure, is progressive, or can be debilitating or fatal if untreated, and "rare medical condition" as a disease affecting fewer than 200,000 persons in the United States or fewer than 1 in 1,500 persons worldwide.

Prohibits pharmacists from changing a prescribed drug for medically stable patients with complex/chronic or rare medical conditions without a medical basis for the change and express written consent from the prescribing practitioner.

Effective October 1, 2015, applying to new section of general statutes.
