Establishes a three-year pilot program administered by the Department of Energy and Environmental Protection to support development of shared clean energy facilities (renewable energy sources with 3 megawatts or less capacity serving at least two subscribers).

Requires the department to issue a request for proposals by January 1, 2016, and select two recipients for the pilot program, with one facility located in a municipality with population of 100,000 or more and the other in a municipality with less than 100,000 residents.

Directs the department to establish billing credits for subscribers and consumer protections including disclosure requirements when selling or reselling subscriptions.

Requires each pilot program recipient to submit annual reports for three years detailing the status of their shared clean energy facility.

Mandates the department file a comprehensive report by January 1, 2019, analyzing the pilot program's success, examining similar programs in other states, and recommending whether to establish a permanent program with any necessary legislation.
