Summary of HB 6946 (Public Act 15-69)

• Consolidates Connecticut's HUSKY health insurance programs (Parts A, B, C, and D) into a unified "HUSKY Health" program serving children, parents, pregnant and postpartum women, seniors, disabled individuals, and low-income adults.

• Expands Medicaid coverage for children under age 19 from 185% to 196% of federal poverty level and raises HUSKY B income eligibility threshold to 318% of federal poverty level.

• Implements modified adjusted gross income (MAGI) financial eligibility rules effective January 1, 2014, aligning with federal Affordable Care Act requirements.

• Replaces outdated references to "HUSKY Plan, Part A" and "HUSKY Plan, Part B" throughout Connecticut statutes with "HUSKY Health program" terminology.

• Simplifies HUSKY Plus supplemental program from two separate programs into a single program providing intensive physical health services to medically eligible members with family incomes at or below 249% of federal poverty level.
