Requires the Secretary to establish uniform policies and procedures for state agency health and human services contracts effective July 1, 2015, within available appropriations.

Mandates uniform reimbursement rates based on actual cost of services provided and requires biennial review of rates and cost standards to account for inflation and consumer price index changes.

Establishes an appeal process for providers if reimbursement rates do not reflect actual service costs.

Requires rate-setting to consider state-mandated costs, changes in goods and services costs, and regional wage and cost-of-living differences across metropolitan areas and municipalities.

Directs the Commissioners of Developmental Services, Children and Families, Mental Health and Addiction Services, Public Health and Social Services to implement uniform reimbursement rates for health and human services providers effective July 1, 2015.
