Redefines "overvote" on voting tabulators to mean voting for more candidates than allowed or voting for the same candidate twice, and requires tabulators to warn electors of overvotes and allow immediate revoting.

Removes complex cross-endorsement vote attribution procedures and eliminates the requirement that voting tabulators record more than one vote per candidate, instead reporting overvotes as "undecided."

Eliminates the option for moderators to deliver election results to state police as an intermediary; moderators must now deliver results directly to the Secretary of the State by 6:00 p.m. the day after election or transmit electronically by midnight on election day.

Requires all registrars of voters to complete mandatory certification training and examination by January 1, 2017, under criteria established by a new six-member committee, and allows deputy registrars and assistant registrars to voluntarily participate in training.

Removes the Saturday session requirement for voter registration fourteen days before elections in towns with fewer than 25,000 residents and permits 16-17 year-old poll workers to serve as ballot clerks or voting tabulator tenders with parental/school permission.
