Prohibits the import, sale, purchase, barter, and possession with intent to sell of ivory and rhinoceros horn, effective July 1, 2016

Establishes exceptions for items over 100 years old, musical instruments made before January 1, 1975, federal/state law enforcement activities, inheritance, and educational/scientific purposes at universities, museums, or hospitals

Defines "ivory" to include teeth and tusks from elephants, hippopotamuses, narwhals, walrus, whales and other animals in raw, worked, or product form

First offense is a class B misdemeanor with a fine of at least $1,000 or twice the total value of the items (whichever is greater); second and subsequent offenses carry fines of at least $5,000 or twice the total value

Requires courts to seize ivory and rhinoceros horn products at arrest, and mandates donation of convicted items to educational, conservatorial, or scientific institutions
